If the city had to pay out of pocket in the Lovelace lawsuit, the citizens of Quincy could have brought a class action lawsuit against the violators and sued the city and the county for causing the increase in expenses.

It would be nice if someone would explain how wanton and intentional acts that the Quincy defendant's committed are covered by errors and omissions insurance.

The Illinois Tort Immunity Act doesn't cover those acts.
