Usually if you frame someone for a murder that they didn't commit and you pay a $4.5 million dollar settlement to them (which is a de facto finding of guilt), you might have a serious screw loose. Or you are a bank that pays $200,000 to the SEC for financial violations, you might have an imbalance of some sort. 

The title of the article reads: "Two former Mercantile Bancorp officers to pay penalties to settle SEC investigation".

But the article reads:   "We are especially pleased to report the settlement does not include any fines or monetary penalties against the company, its subsidiary Mercantile Bank, or any of our respective current directors, officers or employees," Keith said.

I COULD HAVE SWORE THAT THEY WERE PART OF IT ALL. 

If you have employees and you head up the local government that they work for. Well they violate an entire familys civil rights and pay a scum law firm to get them out of trouble when your workers actions were intentional. You might be a crack baby that survived.
